HOUSE BILL NO. 232 by Representatives Ogan, Kohring, Hodgins,                  
Ryan, Sanders, Dyson, Kott and Mulder, entitled:                               
                                                                               
An Act establishing the independent division of administrative                
hearings in the Department of Administration in order to provide               
a source of independent administrative hearing officers to preside             
in contested cases; relating to administrative hearing officers;               
relating to contested case proceedings; and providing for an
